Abstract A new tool for muzzling journalists invented by the US authorities is discussed. The principles of democracy require that the press should remain objective and exigent in its coverage both in peacetime and in wartime. More than 800 correspondents (from around 3,000) who were embedded with coalition troops during the warfare-2003 were restricted in their watchdog abilities.

Abstract The article is devoted to questions of interaction of the political parties and local self-government. The author analyzes the elective legislation for local self-government and considers that launching the proportional elective system at urban and regional levels will promote strengthening of political parties and amplification of their role in local policy.
